Providing that a state of emergency renewed by the Governor expires within a specified timeframe; authorizing the Legislature to extend the state of emergency under specified circumstances; requiring the Governor to immediately issue a certain executive order or proclamation consistent with the Legislature's concurrent resolution terminating a state of emergency; requiring the Auditor General to update quarterly a specified audit, rather than annually, etc.

Providing that the limitations on the required annual rate increases for Citizens Property Insurance Corporation coverage do not apply to new policies issued by the corporation on or after a specified date and to subsequent renewals of such policies, etc.

Requiring the office to create specified reports on insurers, licensees, registrants, and their related entities, including the compensation of their executive officers; requiring the office to use a reliable and up-to-date methodology and software to create specified reports and review such methodology and software for accuracy; specifying that certain data are not considered trade secrets and may be used for certain purposes, etc.

Local Government

Deleting the requirement that a supervising physician notify the Department of Health in writing of any delegation of prescribing authority to a physician assistant; deleting the requirement that a supervising physician's name be included in the prescription issued by a physician assistant; revising requirements for the drug formulary for physician assistants; revising the drug formulary requirements for advanced practice registered nurses authorized to prescribe medications, etc.

Providing that real property owned and used for commercial purposes by small businesses will be assessed at just value after a certain date; prohibiting the annual change in assessed value from exceeding a specified amount; requiring that the assessed value of the property be lowered to the just value of the property under certain circumstances; providing that a change in ownership or control of the property will cause the property to be assessed at just value, etc.

Deleting the limitation on the amount of patient funds a chiropractic physician may hold in trust for specified purposes, etc.

Requiring seaports to maintain an onsite fire station that is staffed and operational 24 hours a day, 7 days a week; requiring fire stations to have a certified hazardous materials response team with specified capabilities; requiring seaports to maintain a specified number of operational fireboats able to respond to fires and hazardous materials incidents in specified areas, etc.

Revising the standard by which adults and minors are considered criminally negligent in the storage of a firearm under specified circumstances; revising an exception to the prohibition on storing or leaving a loaded firearm within the reach or easy access of a minor who obtains it and commits a specified violation; revising the definition of the term "minor"; revising requirements for the safe storage of loaded firearms; providing criminal penalties if a person is found to have failed to properly secure or store a firearm, resulting in a minor gaining access to the weapon, etc.

Requires private schools participating in FES Program to provide specified information in writing to certain parents before their student's initial enrollment in school; & provides private school requirements relating to certain services.

Requires school districts to observe Veterans' Day as school holiday.

Requires FDLE to provide certain candidates with protective security detail for specified time period.

Authorizes Medicaid to reimburse for dental services provided by certain mobile dental units; creates Council on Dental Therapy; specifies licensure requirements, services, limitations, & prohibitions relating to practice of dental therapy; requires DOH, in consultation with Board of Dentistry & AHCA, to submit reports to Legislature.

Proposes amendment to State Constitution to increase the exemption for homestead property from all ad valorem taxation other than school district levies annually for 10 years by a certain amount, to make homestead property exempt from all ad valorem taxation other than school district levies beginning in a specified year, to prohibit counties and municipalities from reducing total funding for law enforcement, and provide an effective date.

Requires veterinarian to inform client of right to receive written prescription to provide certain options to client regarding filling of such prescription; provides requirements therefor; provides exceptions.

Specifying that a person seeking to qualify for office as a candidate must be a registered member of a political party, or registered without any party affiliation, for 365 consecutive days preceding the beginning of qualifying for an election; authorizing qualified candidates or certain political parties to challenge compliance with specified provisions by filing suit in a specified circuit court; prohibiting a person from being qualified as a candidate for nomination or election and appearing on the ballot under specified circumstances, etc.

Revising the admissions process for veterans treatment court programs; authorizing the court, in consultation with the multidisciplinary team, to determine eligibility for veterans treatment court programs; authorizing sentencing courts to divert defendants to veterans treatment court programs under certain circumstances, etc.
