
Beyond the Zoning Map: How Florida Communities are Planning for the Future

Across Florida, communities are reimagining how planning tools can create more livable, connected, and resilient places. This webinar spotlights local innovations that moved beyond traditional zoning to help communities align land use, mobility, housing, and design for sustainable, equitable growth.
Speakers include Tim Maslow (City of Groveland), who shared how Groveland’s form-based code promotes walkable, human-scale development; Nousheen Rahman (Forward Pinellas), who discussed the new Multimodal Accessibility Index (MAX Index) and its role in improving transportation planning; and Eliza Juliano (Kimley-Horn), who highlighted lessons from Orange County’s Vision 2050 and Orange Code initiatives. Together, these planners explored how forward-thinking Florida communities are modernizing comprehensive planning to shape vibrant, resilient places for future generations.
